The Big 12 folks came out with one of those "we're speaking with one voice" statements.
At best, expansion decisions were not going to be made before the Big 12 summer meetings. What I have heard is that folks left this meeting with the sense that there is somewhat greater willingness on everyone's part (read, Texas) to move forward in a way that is beneficial to the conference as a whole.
The Big 12 still has the fundamental problem that there is no available program except for possibly BYU that would add real value, and BYU has serious negatives. The Big 12 missed the boat when it failed to grab Louisville when the Cards were available. Had the Big 12 picked up both WVU and U of L, it would have made schools with negatives like Cincy and Memphis more attractive because of existing rivalries and proximity.
[Personally, although it would be better if WVU (and to a lesser degree, Iowa State) were not so isolated from the rest of the league, I think the Big 12's 10-team model is far superior to the 14-team messes that other conferences have created.]
